- Download Windows XP SP3 patch from The Software Patch
- Open the downloaded exe file using winRAR and extract the files to a local folder (folderX)
- Download East Asian Language pack and extract files to a local folder (folderY). Someone has posted a link at youtube: http://www.mediafire.com/?0c6220upv8hh6on [updated with new link. 10/2012]
- Go to Start menu
- Click Run
- Type"intl.cpl" and click OK
- Go to Languages tab
- Put a check mark beside "Install files for East Asian languages" and click OK
- If prompt for "cplexe.ex_" or "cplexe.exe" file, use the browse button to find it in [folderX]/i386/lang/cplexe.ex_
- If prompt for other files, use the browse button to find it in [folderY]
- Reboot your computer

After searching web, here is the method that works when you don't have the CD with you:

step 4 and on: Go to start menu of what? I execute the patch but it says it cannot be installed because the lenguage is diferent
What is the password for the language_pack.7z ?
When I get to step 9 the cplexe.ex_ file does not load/will not load when i browse for the file. Is there any help someone can give me?

Okay, there's a whole bunch of missing files like PINTLGC.IMD, AGT0411.HL_, AGT0412.HL_, etc. I've been downloading each missing file individually from 4shared.. Is there a faster way to do this?

If your Windows want file "xjis.nls" and can't find it, you can copy "cplexe.ex_" and then rename it to "xjis.nls". On my computer it works. Then you need file from point 3 instruction.
Download the torrent TinyXP East Asian Language Support from thepiratebay, it's the only one that's actually going to work on XP SP3. These other packs scattered on the internet are missing a bunch of files.
Archive.org has a full installation ISO for Windows XP, it's a large file but you can get the necessary files from there: https://archive.org/details/WinXPProSP3x86
